Confusing error message when failing to place a Water Type fishing statue

    Title: Confusing error message when failing to place a Water Type fishing statue
    Reproduction Rate: 100%
    Blocker?
    Details: If you fail to place one of the Water Type fishing statues in a POT you receive a message "A fishing type modifier decoration already exists in this town." even if you currently do not have any other decoration Water Type fishing statue placed. This error message seems to indicate I already have one placed?
    Steps to Reproduce: In a POT ensure you do not have any Water Type fishing statue placed at all. Attempt and fail to place a Water Type fishing statue. You receive "A fishing type modifier decoration already exists in this town." but you do not have any of these currently placed.
