Control Settings Question

A long ways back, on my old PC, I had been running an earlier edition of the client. It had an odd setting where the mouse would be locked as a target reticle, unless I had a screen like the character sheet, inventory or other active window open. At which point, I could access the pointer.

There was some key combo to make it stay as a mouse pointer all the time, but that seems to be gone now.

I assume that this is in user account specific folder. Is there a file to delete that will cause the game client to create a new default settings file? I also need to make sure it's not a global setting.

 

Controls->Hold Cursor Toggle
It works great with a trackpad if you bind a key to toggle it.

It used to be bound to TAB, then they moved target select from the G key to TAB.
