Does the base crafting skill have an effect on masterworking?

No. "Masterworking" affects success chance, and the higher tier masterworking skills affect the power of individual effects.

from what I understand, the base skill (example carpentry) will come into effect when making items/exceptional. The next tier (carpentry masterwork) is the actual chance of masterworking the item. The final tier - (Masterwork bludgeon/polearm/ranged) is the "strength" of the masterwork effect. Base skill will only effect exceptional/non-exceptional.

That's true, but exceptional chance caps out at like 80 skill.

I see a difference of 2% for a exceptional chance if i compare level 100 with level 122 and even 3% compared to level 128.
