Crazy Bug with "Show Help for Hotbar Drag-and-Drop Editing" while dragging a quest item on Avatar.

Blocker? yes, combat bar not usable (furthermore some skills)
Details / Steps to Reproduce:

1. Make sure, in Options --> Interface --> "Show Help for Hotbar Drag-and-Drop Editing" is activated!

2. Drag a quest item on the Avatar (I don't know if it happens only with special quest items)
--> I did it two times at this place in the Epitaph:

Drag "An Artist's Journal" on the Avatar (lies vis-a-vis of the stairs on the ground)

Now the information
"Cannot be Assigned to the Combat Hotbar"
blocks the Combat Bar!

To solve the problem:
REMOVE Options --> Interface --> "Show Help for Hotbar Drag-and-Drop Editing"

--> Combat bar is usable again,
BUT:
- No text input possible in all chat windows ...
- blocking different Skills, like:
Earth's Embrace
Healing Grace
Immolation

Leaving the Epitaph, skills can be used again, also chat windows.

i suspect this is because it was a book, not because it was a quest item. books can be assigned to the noncombat hotbat. the rest of it might be this known bug.

 

EDIT:

Today I tried the option
"Show Help for Hotbar Drag-and-Drop Editing" again.

I was in Desolis, Epitaph.
While trying to drag a book from the ground on my Avatar, the window "cannot be assigned to the combat hotbar" appeared and blocked the Combat hotbar.
After that also the chat window couldn't be used. Not possible to teleport out with "Recall".
Taking the option off gets rid from the window, but still chat input not possible, no item from around can be taken, until I left the scene!
Only "E" on containers worked.
