CtD eats teleport scrolls

    2. Reproduction Rate: 100%
    3. Blocker? YES
    4. Details: It's bad enough that we are still getting CtDs with unfortunate regularity on entering zones, but that it eats our teleport scrolls just adds insult to injury. This should NEVER happen. It shouldn't remove the item from our inventory until we ARRIVE.
    5. Steps to Reproduce:
      1. Teleport to different zones
      2. Get a Crash to Desktop
      3. Restart
      4. Note missing scroll
