Details: The effect that Defensive Stance has on other skills is shown differently whether you are looking at the mouseover tooltip in the status bar, or whether you are looking at stats as reported in the character sheet.

This is easiest to demonstrate with an avoid skill like Fortify Defense. However it looks like it is affecting DR skills as well.

According to the character sheet- it matters if you put up Defensive Stance first, and then launch the other defensive skills. Going into Defensive Stance after launching the defensive skills does not give a bonus.

According to the mouseovers- it does not. The buffs shown increase and decrease as Defensive Stance is deployed or canceled.
