Details: he's one of the npcs who refuse to start a conversation with you and spit out their one prefab saying once you've done their quest. i reiterate my belief that having npcs stop being actual characters is a bad idea.

Harley Redwool: Thank you ever so much for your help. I will be leaving for Ardoris as soon as my affairs are in order here.

Details: Same problem, unable to use keyword Hello to get the Banner. I have completed this quest previously.
Steps to Reproduce: Try to talk to this NPC to get a quest reward.

It worked for me, but I had to find the scetchbook again...

 

From the release notes -

"Players who already completed this quest can return to Harley Redwool in Desolis and say “hello” for the banner."

I would prefer to get the Banner this way instead of having to do the quest reset or use a new character on the same account.

 

You're right. It worked this way with Veimor quest. I talked, clicked all words, telling I should do the quest, but than received the Banner.

Lum said some quests we did in the past will be provided again. I had it with the Brother and sister in Ardoris.

I spoke to Bridget in Braemar and she gave me the banner right away (didn't even have to say hello). Spoke to the scout in a siege, didn't get any banner from him, even though I finished that quest before. Harley in Desolis won't even open a convo window with me (even though he sparkles blue and is waving like he has a quest.)

When I try to speak to Harley, he tells me: "Thank you ever so much for your help. I will be leaving for Ardoris as soon as my affairs are in order here."

When I say goodbye, he then says: "Farewell, traveller, and let me know if you find the sketchbook!"

So, it's as if he's confused as to whether I finished this quest before or not... but I'm pretty certain I did a long time ago.

 

I decided to go back in and find another sketchbook to see if I could get Harley to talk. Even with a new sketchbook, he would not open a convo window with me.

 

I checked back in build 650 and Harley still doesn't open a conversation window.

 

And ditto for 651. I realize this isn't helping to fix the issue, but just making a note that it still is bugged.

No conversation window with Harley

 

Just adding my 2 copper that I can't open a conversation window with Harley to try and get a banner.

 

Still an issue in build 660.

 

As of QA 662, Halrey should now allow for conversation, from which he'll give the banner through use of the keyword "sketchbook"

 

well, he's talking again, but no banner.

edit: it did work. it's not showing in the dialog as giving it, i just checked my inventory and it's there
