Desolis market - no private property flags - take what you want shall be the whole of the law

    Details:
    Hover over any item like the weaponry etc in the Desolis market - most of it is not marked as private property except for some carrots.
    This is also true for most of the houses etc.
    Cleaned it out in front of the guards with an alt and no reaction.

    Steps to Reproduce:
    Go to Desolis at location
    Hover over items - not private
    Steal items - no guard reaction
