Despair Cannot Use Teleport to Friend Scroll

    Title: Despair Cannot Use Teleport to Friend Scroll
    Reproduction Rate: 100%
    Blocker? Sorta, at least it slows the player down.
    Details: When a player has a friend in Despair, they cannot teleport to them using a Teleport to Friend scroll. While it is true that many locations don't allow this, Despair is quite accessible in comparison.

    Steps to Reproduce:
    1) Have a friend go to Despair
    2) Use Teleport to Friend Scroll
    3) Observe: Won't allow a teleport to friend. (See screenshot)
