Blocker? Somewhat. Since this quest doesn't give progress details in the journal or task list, the caretakers are the only way to keep track of what you've done or haven't. If they're giving inaccurate information, the player is kind of screwed.

Details: The caretaker in Resolute says I've spoken to a caretaker in Jaanaford. However, this character has never been to Jaanaford. No, I haven't just forgotten going to Jaanaford -- this is their first trip to South Paladis, and I doublechecked the zone list to confirm. Neither of the alts on this account have ever been to Jaanaford before either. I suspect this is another case of the game recording data on a per-computer basis when it should be per-account or per-character.

(Although I said 1/1 above, I'm pretty sure I've run into this same problem with the caretakers before, just don't remember when or where.)
