Players flagged for pvp or in pvp zones will only be looted if they're killed by a player. This allows players to avoid being looted by falling off a cliff, being killed by a mob, or using a spell on themselves (like soul tap) so they don't spawn a grave stone.

    This needs fixed.

There is a system in place to try and prevent this, but we discussed, and came up with some improvements for it, which we will work on. The current version is too lenient on not awarding ransoms.

You can see the current system in action by damaging someone down to about 30% life, then having them jump off a cliff, and it should generate a ransom. (However, the ransom may be floating in the air, which we also need to fix.) If you then do the same experiment, but only damage them to 70% of their life, and they jump off, it should not generate a ransom.

The new system will take some more factors into account, such as working better when multiple parties damage someone, and having a lower threshold of required PvP damage to generate a ransom.
