Fire quest in Soltown has bugged quest objectives if tasks done out of normal order

1) Get the first objective for the fire quest by talking to Raymond
2) Ask Harry about the "red cloth"
3) Tell him he is the culprit so he confesses.
4) Ask the tanner (forgot name) about "red cloth". He gives you an objective to talk to martin about red cloth.
5) Talk to martin about "red cloth". This fails to clear the previous objective. It also adds a new objective to talk to Harry about red cloth.
6) Talk to harry about the red cloth. This fails to clear the previous objective.
