First Crafting XP bonus is tied to account?!?!

I was just starting to produce all the dyes twice to get some easy crafting xp.
First char got several thousand xp per non-exceptional success or fail.
But when I started on my second char started out at around 500 xp. Felt very much like I was doing craft number 3 and 4 there. It went on like that.

The second char didnt even have tanning leveled so I am absolutely sure it were his first crafts.

The only way this makes sense to me is if the crafting xp bonus is tracked per account and not per char. Which seems totally nuts.
Can anyone confirm this please?

 

I think everything is tied to your account and not to separate characters on one account.

 

I am also pretty sure that everything is tied to account, i know for a fact that attunement etc does.

 

"everything" is a very broad term. I am reasonably sure my chars have different inventories for example ;-)

first craft xp would be rather serious though since it might be easily exploitable.
