Fishing still broken in Ardoris, maybe by design...?

    1. Title: Fishing still broken in Ardoris, maybe by design...?
    2. Reproduction Rate: 100%
    3. Blocker? No
    4. Details: Fishing in Ardoris (maybe other places?) was broken for all of R27. Now in Ardoris, only one tiny section off of one pier is fishable. This may be by design (only very specific areas of water can be fished?). Just reporting that Most of the water on Ardoris docks is unfishable.
    5. Steps to Reproduce: A. Travel to ardoris docks. B. Attempt to fish, only one area off the 3rd dock is fishable.
    6. User Specs: Win10 64bit

    I've noticed that the water around Ardoris docks is constant foam... something may be wrong with the new water subsystem.
