    Details: got quest Get Report for Eris; have the Report from the Council of Might in inventory; Eris is waving to me and sparkles blue; when I click her all I get is "I don't like having insufficient information". When I talk to Miles he reacts: "You have found it! Give it to Eris without delay."

    I have the same issue.

    Miles is locked out of conversation and only says to give her the report. Eris brings up a dialogue box and you can go through it, but no inventory or forced completion of the quest. I tried tossing and getting another report, leaving and coming back, and a game restart. Nothing works. It shows on the compass a blue marker for Eris, so I'm assuming it's something related to her.

    This has been seen fixed in build 1419. After getting the Report from the Council of Might I spoke to her and clicked the report keyword and handed her the report.
