Details: When entering in the Tanglemire scene for the first time, if you stand near the Villager (who is Arnkatla) she never once does the waving blue sparkle indicator, indicating she does have a quest for you.

Steps to Reproduce: With a quest reset, enter Tanglemire and stand near the Villager (who is Arnkatla), and observe she never does the waving blue sparkle animation, indicating she does have a quest for you.
