Title: Cannot mount my horse when horse is locked in inventory

Details: Up through the last public relese, i was able to mount my horse even tho it was locked in my inventory (which is they way I think it should work). On this QA, i cannot mount my horse if it's locked in my inventory (the summon horse icon is greyed-out, and clicking on it does nothing). The main point of being able to lock items in the inventory is to avoid accidentally selling (or salvaging) them. If players cannot lock their mounts into the inventory, many mounts will be accidentally sold.

Verified: while the mount is on the toolbar, it cannot be used while locked. It works OK if double-clicking from within the inventory.

Here's the chat message when trying from toolbar:
You do not have the item(s) required to perform this action (Summon Bay Horse).

 

I just tested and didn't have issue with Palomino locked on alt and a Blanket on my main both on hotbar. Don't have a Bay to test.
