[fixed] Only governor can access placed banker

    Reproduction Rate: 100%
    Blocker? No.
    Details: Only the governor (or, I assume, stewards) can access placed bankers (cursor remains white). The pre-placed bankers at town entry points are accessible though.
    Steps to Reproduce: See "Details".
