[Fixed] unchecking "Allow Friendly Buffs" does not stop the buffs

    Title: Multiplayer Allow Friendly Buff Replacement - can't turn it off
    Reproduction Rate: Multiple times yesterday, 4/17/20
    Blocker? No
    Details: My Enlightenment Buff with Sun gear gives me 65.5 Intelligence buff. It kept dropping to the 30s and 40s yesterday with in ERG CP with a group. I was not changing gear at all. After the battle I discussed with someone in the group/party. That someone, who took this as just part of the game, then changed my Enlightenment buff to show me that it could be done. The option box was NOT checked. So the next ERG "round" we did, I ended up putting the buff in my combat deck so I could keep my Intelligence level at 65.5 and that was a good thing as it continued to "drop" every so often. The buff lasts about 90 min. so it did NOT time out.
    Steps to Reproduce: See above.

    Same thing with Air's Embrace. Bug reported it twice. Ignored.
