[Fixed] VERY low fizzle chance in full plate

    1. Title: VERY low fizzle chance in full plate
    2. Reproduction Rate: 100%
    3. Blocker? No
    4. Details: I am wearing full plate armor and using a shield and my spell fizzle chance is VERY low. 1% fizzle for chain lightning etc
    5. Steps to Reproduce: Equip plate armor and look at fizzle chance. Note my lightning and chain lightning skills are at lvl 80, my fire skills are at lvl 40, and my follow through skill is lvl 91

    This is not reproducible internally with build 526. If possible, please reverify after 526 is released to confirm that this issue is no longer occurring. Thank you!

    Just logged into build 526. Fizzle chance appears to be working correctly in this build.
