Fortify defenses - reactive skills not working?

I don't think it's working as intended. It's supposed to be a reactive skill that triggers after you receive a crit ot boost your crit defense. I'm just training it in town and have multiple stacks of crit defense. Aetheric feedback also doesn't seem to be working. Looks like they introduced some nice skills but not implemented properly.
