    This is a quest reward

    Quest starts in resolute, the guy is in the tavern, it will send you to south broken road. Make sure to ask the orator for a phylactery before zoning in to the mine, he wont give you one unless asked and this will save you a trip back out.

    its a quest in South Broken Road at the entrance to the mines

    Or Jannaford (sp) has an entrance by the waterfall and Master Earth Trainer I believe.
