Ground Pound move rate debuff is -0% (Doesn't Work)

    Details: @Chris The new move rate debuff added to ground pound besides being just a rare chance instead of a normal slow as indicated in the tooltip (there is no mention about a chance to apply), it also always applies -0% move rate and does not appear as a debuff icon on the target's screen, basically it doesn't work at all.
    Tested with gm+ ground pound and 80+ bludgeon spec.
    Steps to Reproduce: Use ground pound on a player target, you will notice it has just a rare chance to apply even if there is no mention about a chance (so it should apply everytime) and when you get the chance to debuff move rate, it will be -0%.

    GPU: NVIDIA GeForce GTX 1060 GPU RAM: 6052
