Title: Growing crops 'outside' a row house

Details: I placed a planting barrel outside a Wood & Plaster row house under the overhang and noticed that the planting barrel is only showing an inside x0.1 growth rate. The barrel is showing up as 1/5 objects placed externally, yet still only the inside growth rate.
Steps to Reproduce: Place a planting pot outside a Wood & Plaster row house.

I hope this can be fixed, since, until public gardens go in (post july), row house owners have a VERY small section to grow in at the regular growth rate.

 

Also discovered that the 4th floor of this row house at this location gives a x1.0 outside growth rate despite being inside.

Edit: The top floor of all the row houses I tested show outside x1.0 growth rate. Also it seems all roofs are showing a x1.0 outside growth rate. Intended?

 

Seems to be only some row homes, below are growth rates for blue tile, stucco, and wood and plaster.
