Gust and Douse should damage Fire elementals

    Gust doesn't normally do any damage, but I think it would make sense if it did a small amount of damage to Fire elementals since any wind that is strong enough to blow back a fire elemental also has some strength to put out some of the flame.

    And what effect does Douse have on a Fire elemental? Seems like it should have an effect.
