Health Bug Is Back

Title: Health Bug
Reproduction Rate: Periodic, Seemingly Random
Blocker? No, but causes eventual reclogging to fix it.
Details: Health bar randomly does not fill up to maximum on resting. Its about 15% below unbuffed max. Occurred without any buffs.
Steps to Reproduce: Play game in combat, watch health bar for times when it 'gets stuck'. No apparent buff combo causing this (yet).

CPU: Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz (8) System RAM: 32692

As in R48, I notice this bug also gets worse with time. I kept playing through the above bug, and about a half hour later my health reduced again, about another 15% down from its usual max.
