Highvale Outskirts - cannot access mirror room

Blocker? Yes to be able to finish the quest series.
Details: I turned in the first frostgeist skull and did not get the next step - Steeple Chase to turn on the steeple mirror and be able to go to the mirror room.
You have to go there in order to go in the floor mirror to finish the quest series later.
Steps to Reproduce: Turn in the first frostgeist skull, the next entry should be the one to turn on the steeple mirror and go to the mirror room.

Details: I was able to get in the mirror room from another mirror, but cannot use the floor mirror. The steeple mirror and the floor mirror do not work.
Steps to Reproduce: I have the ghostly echo essence, but cannot do the final step entry to use the floor mirror.

Have you turned in the Frostgiest, Hexen and Elder skulls? All 3 of them?

 

Yes, I also have the ghostly echo essense quest item, but have not been able to start the final step and unlock the floor mirror.
