Ice Elemental does not apply Slow effect on targets when not spec'd (intended?)

    Title: Ice Elemental does not apply Slow effect on targets.

    Details: The ice elemental is supposed to periodically apply a slow effect to targets, but it does not (the debuff/timer icon under the opponent always shows "+0 move rate". I have no water magic specialization (i.e. level zero).
    I was reading another bug thread, and it appears that the ice elemental perhaps was designed to only slow when water spec is leveled. (on QA, the debuff for move rate drops by -0.2 for every level of water spec, so the slow is applied when spec'd). This seems inconsistent with the other Summons that i have used (I think other summons still have their special effect even without spec; for example my water elemental attacks enemies and heals me without spec). So, I propose that the ice elemental has some mild slow effect without spec (maybe -5% move rate on target without spec) and the slow effect increases by -0.2% for every level of spec. So the ice elemental of a player with 100 water spec would have a slow effect of -25% (-5% base move rate debuff + -20% move rate from spec). This slow debuff probably should stack (so each slow effect has a timer, kinda like how poison stacks on an opponent).

    Also, as is common with many other skills, the hover-over info box does not show the specialization effects.

    I am bumping this thread, because (as far as I can tell) it was never acknowledged in any way.
    Was a this problem ever given an issue number or JIRA number?
    Or is this "working as intended"?

    i can confirm, after manually scrolling back three years of changes to find this since the original change was never put in a jira, that the slow is calculated only on spec.

    I am not sure what the "original change" was, or if there was a subsequent change...so I am a bit confused.
    Based on what you found, does that confirm that it is intended to have the ice elemental's slow effect applied only when the player has water specialization?

    It would be strange if that would have been intended, as the other elementals/summonings use their secondary ability without the summoner having to be specialized
    (e.g. Earth Elemtal fights in melee AND occasionally does an Earthquake, Water Elemental shoots water balls AND occasionally heals itself or the summoner, Daemon fights in melee AND occasionally confuses the enemy).

    If the Ice Elemental would intentionally use his secondary ability only if specialized then the other elementals/summonings would have no reason to do more than it.
