Title: Decorative pets are once again inactive
    Reproduction Rate:100% so far
    Blocker?No
Details: Decorative pets are once again inactive. My two crows make occasional cawing sounds but they are fixed in place though set to 'patrol' when I am present. The fix to keep them from wandering out of bounds appears to have gone overboard

Bug entered for inactive crows. If other pets are noticed, please advise. :)

How many pets do you have on your lot? Just the two crows?

@Attenwood Correct, one is 'real' and other is clockwork.

How long are you waiting in the scene for? It may be a delayed update of the NPC becoming "active"?

@Attenwood I was probably hanging around for 5 minutes or so, while swapping items between inventory and my storage chests. Will try again this evening and run a clock. (Against your theory is that at least one of the crows was squawking, so it was 'active' at least in that sense.)

NPCs load in one at a time. Been somewhat known that it takes one time to activate then the other.

Could you try picking both up into your inventory and then putting the "broken" one down first to see what happens, then the "Working" one?

@Attenwood They were both 'broken', i.e., not moving around. Couldn't tell which one was squawking. I will do as you ask when I am in-game later on. I gotta go rake leaves now. :(

@Attenwood Retried this at patch level 509 and the birds are active now. Will also check basement where there is a Siamese cat pet.

Hmmm, Siamese cat is 'active' - stretches, meows, tears up my carpet, but it does not move - whether set to patrol or follow. I did try picking it up to inventory and replacing, no change. I've hung out here 5 minutes, and kitty and I are both bored, but he's still not moving. Heading back up to check on the birds again.

Back upstairs, both birds are still active.

@Attenwood The frozen crows problem recurred last night, and is happening again right now. There is evidently an intermittent issue - some resource loading problem? The cat is still frozen, and so is one in a nearby guildhouse where I am kindred (it purrs, just never moves).

My black crow in the top floor of my row house basement is also inactive - neither follow or patrol works. Tried to duplicate it with my pet clockwork crow. If I set it down as decoration it doesn't move. But if I make it a pet again then all automated actions (Patrol/Follow) are normal
