   My encumbrance debuff says -4.9 Focus per second while moving
   
   Currently:
   Combat mode I lose zero
   Non combat mode I lose zero
   
   The movement rate and dexterity rate seem to be working though

   this is dependent on what type of scene you're in. the focus lost debuff doesn't apply in towns, just adventure scenes and the overworld.
