    I'm on the Love quest and I'm supposed to talk to Min Liang Tan about the Emperor's Writ. I go to where he's supposed to be and he's not there. The guy that is there says he's not in his office today. I've waited around to see if he would return but he doesn't. Someone told me he might be at the tower of the shuttered eye, but he wasn't there either. If I can't talk to him I wont be able to continue the quest.

    Is there a chance you had already confronted Min at the tower of the shuttered eye before coming to this point of the quest?
