[Info needed] Root Does Not Stop Fleeing Mobs

    Title: Root Does Not Stop Fleeing Mobs

    Details: Mobs run away from me. When I try to root them, the spell doesn't stop them even though it was successful.
    Steps to Reproduce:
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz (8) System RAM: 16275
    GPU: NVIDIA GeForce GTX 1060 GPU RAM: 6084
    SotA.EarlyAccess.LIVE.Win.64.685.Date.10.30.17

    Sure! Recently I was in Tenebris Harbor. So I am running up along the beach, and am engaging the bandit mobs. Sometimes as the battle ensues, I will accidentally back up past the point where the mob is triggered to run away back to its spawn location. In these situations, I am usually able to reengage the mob with a ranged skill. However in the case of Root, if I deploy it while they are running back, having the skill successfully applied triggers the visual effects, however it doesn't actually stop them from running.

    I'm pretty sure this happens with various flavors of bandit mob, but I will try to repro again and followup with the specific mobs.

    @jaanelle -- if the mob is in 'leashing' mode -- you'll see that with a status effect, i'm pretty sure no other effects proc on a mob while they've triggered the leashing.

    Im pretty sure its intentional? Ofc its super frustrating when you've been kiting and plinking back a mob and then they leash when they're down to 10% health or whatnot.
