[Info Needed]Skills Remain Grayed-Out After Exiting Water

    Title: Skills Remain Grayed-Out After Exiting Water
    Reproduction Rate: Not Sure
    Blocker? No
    Details: When I exit the lake, my skills did not become available for use. Rentering the water does not seem to help.
    Steps to Reproduce: The only thing I did was cast Dash before diving into the water out of routine habit as I was traveling. Not sure if that has anything to do with that.

    We have had this report appear in the past. It gets thrown back because there's no repro case.

    If possible, I'd like to work with you to try and get a clearer reproduction case on this issue, since it seems to be eluding the team. :)

    It happened to me again yesterday while in the Ruined Keep of the Hidden Vale. Each time I'm near water, I'll play around with the concept to see if I can figure out what triggers the bug. I'll report back here.
