Title: UI windows crawl up the screen when resized
    Reproduction Rate: easy
    Blocker?
    User Specs:
    OS: Mac OS X 10.9.5
    CPU: Intel(R) Core(TM) i7-2760QM CPU @ 2.40GHz (8) System RAM: 16384
GPU: AMD Radeon HD 6770M OpenGL Engine GPU RAM: 1024
    SotA.EarlyAccess.OSX.64.538.Date.01.10.17

    Details:
When the chat window is resized from the top, the bottom of the window slowly climbs up the screen. When the chat window is resized from the left, the right edge of the window slowly crawls leftward.

This also happens with at least the inventory and friends list windows, so it's probably a base class problem.

    Steps to Reproduce:
    - Move chat window to lower right corner of screen and pin it
    - grab top edge of chat window by holding it with a mouse click
    - move mouse up and down a lot while holding mouse button down
    - notice that the bottom of the chat window crawls up the screen
    - grab left edge of chat window by holding it with a mouse click
    - move mouse left and right a lot while holding mouse button down
    - notice that the right edge of the chat window crawls to the left
