"Iron Ingot from scrap" recipe not counting as a refined material recipe

while using the above recipe, it is apparently not receiving and bonuses that apply to refining recipes, such as increased batch size and extra materials bonus, as my max size for all other ingot recipes is 43. While this one is 20. My sample size for the increased material chance bonus was admittedly small, but my skill is high enough that I should have had at least one extra ingot and did not.
