Is there a time frame limit for Yule items?

Thinking to get a jump on the holidays, I went to our town's crafting pavilion to craft a 2016 Yule stocking. However, though the recipe is in my book under tailoring and I have all the components in my pack, when I open up the tailoring station, the Yule Stocking 2016 recipe does not show up so that I can craft it. Is there some kind of time frame limitation around Yule items or is this a bug? Thanksgiving is tomorrow so if its impossible to craft till after Thanksgiving or since Thanksgiving is an American holiday limited to crafting in December, please let me know. I had lots of fun growing pumpkins and making Jack-o-lanterns for friends in October and I was planning on making Yule items and gifting them during the Yuletide season.

Is this a bug or working as designed?

 

Bug report it. If you have everything to craft it, including the appropriate yule symbol, then you should be able to craft it.
