It's 2014, why do we have grid based towns?

    My thoughts are that newcomers come in waves.

    Recent changes in the connection between our worlds may be making the link stronger now, allowing for a new wave of "outlanders".

    The guard may have been born on the planet to immigrants from long ago (perhaps even prior to the lunar collapse), so considers us different than himself. :)
