[Known] Armor buffs not being applied (% focus..)

    Title: Armor buffs not being applied (% focus perhaps others)
    Reproduction Rate: 100%
    Blocker? Yes (in the sense you don't get buffs)
    Details: In R47 my Fustian Epic Cloth Chest Armor applied its +20% focus to my char, now it only applies the +30 focus buff vs both. This applies to any armor piece I can test. I am uncertain if this applies to other buffs or just related to light armor.
    Steps to Reproduce: Test % focus in R47 and note focus value, test same piece in R48. Note difference.
