[Known]Backpack as deco issues

    Title: Backpack as deco issues
    Reproduction Rate:100%

    Details:
    1. Backpacks can no longer be placed on the ground (outside)
    2. Backpacks can no longer be placed on Trunks and Large Writing Desks, and so probably a whole bunch of other things
    3. Backpacks can no longer be rotated to vertical (standing up)
    4. Backpacks sink halfway through the floor when placed on the floor, at least in the Citizen Benefactor Village home

    Steps to Reproduce:Try to use backpacks in various deco situations
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz (12) System RAM: 32604
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8105
    SotA.EarlyAccess.Win.64.483.Date.04.19.17
    Area: POT_grassland_metropolis_01_template/Outlander Welcome Center
    Area Display Name: Outlander Welcome Center
    Loc: (54.3, 36.0, -137.2)

    FYI @Attenwood and @Tazar - looks like most of these are fixed except for being able to place backpacks upright (vertical) or on the large writing desk.
