[Known] Build 614 - Safe Fall

Description: Is Safe Fall *not* supposed to work outside of cities?

Details: My Safe Fall level is at 26. I can jump off castle walls inside a city and take no damage. I can jump from the interior top stairs of my lighthouse and perhaps take 55-90 damage. However, outside in the world, Eastreach Gap for example, I take massive damage from a shorter fall. Is that right? I think I shouldn't be taking ANY damage at all.
Steps to Reproduce: Fall from a wall or cliff in Eastreach Gap. Safe Fall doesn't minimize the damage.

***Edit*** I did more testing and now I cannot reproduce this. I exited the scene and went back in - Safe fall was working. I will test in other places and add information.

Ok, I jumped off a cliff area where you have the control point in Eastreach Gap. I took lot of damage. Is it by design that Safe Fall doesn't work in control points?

This is not much higher than a castle wall. I took 139 pts of damage.

I took 200 - 300 fall damage, but I think my level is lower than yours.

This was in Boreaus Colossus.
