Title: Can grab and move items while magic target is up

Details: When your magic casting target is up you can grab items and drag them. I accidentally moved my pavers in town blinking around while running.
Steps to Reproduce:
1. Cast something like Corpse explosion, blink, or ice field and leave the target up
2. Click and hold on a movable item and drag it around.

Yeah, I think this is why deco lock mode exists. I think this one has been around forever. I'm not sure if this is going to end up being a mechanics limitation or what, but I submitted for review: 57576. Thank you.
