[Known] Can't change window size, when unchecking full screen mode (offline mode)

    I unchecked the full screen mode. I got a window, but can't change the size of it.

    I could repro in Windows 10 so luckily we don't need the /devbug information on this one. (People who use /devbug on QA for reporting get free virtual hugs!)
