[Known] Chaotic Step - issue with reagent use % in description

In the effects description for Chaotic Step - it states:

-130% Chance to consume reagents

The "-130%" is in red.

Normally - the chance to consume reagents is in green.

Also - the "-130%" is unusual - is this referring to a reduced chance to consume the reagent? (Obsidian Chip in this case). Normally the chance to consume reagents is a positive number. Not sure what the negative number means in this case.

Steps to Reproduce:
1) View description for Chaotic Step
2) Observe negative percentage for consuming reagents, in red

@Lexie , Just noticed this issue as well, although mine is reading "-200% chance to consume reagents." In addition, the negative chance is incorrect as I use reagents every time the spell is cast. Unfortunately, I went through 100+ Obsidian Chips before I noticed! LOL
