[Known] Combat Rolling enables heavily encumbered/snared players to move at near full speed

4. Details: Hit a friend with a very powerful ice field (-80%) and saw them double-tap combat roll moving at speed and covering normal distance. This may have been around for quite some time.
5. Steps to Reproduce: Same as above.

As of the current patch you should not be able to combat roll while encumbered. I will bug the Ice Field/combat roll issue. One delicious buttery cookie with chocolate chips for Xeen. Oops. I ate it. One delicious imaginary cookie for Xeen.

I just wanted to add I suspect that a player can roll at full speed while under the effects of ANY snare/movement speed reducer, not just Ice Field.
