[Known]Damage avoid on items cap out at 1.9% but do they?.....

Details: Leather armor avoid damage displayed stat caps out at 1.9% regardless of its actually avoid bonus. Not sure if this happens for more then leather pieces yet.... But something would definitely be considered broken. Regardless if that is working as intended or its visually broken, it is broken. See video for clarity/proof. As you can see there is a 2.9% bonus, it says on the armor stats its 1.9% but my actual avoid change when wearing or not wearing said piece is a 3% (rounded display) difference. So then either the armor is correct and it has a cap on it of 1.9% but it is giving a actual buff above it's cap (ie. going beyond its allowed bonus), or the displayed bonus on the piece is wrong and there is no cap.
Steps to Reproduce: Visually and wear any leather armor piece with a bonus avoid damage of greater then 1.9%
