[Known] Deflect not gaining the increase in 4x effect duration

    Title: Deflect not gaining the increase in 4x effect duration
    Reproduction Rate: 100%
    Blocker? No
    Details: I have specialized Shield up to 74, and there appears to be no effect on the initial 4x effect duration of Deflect. It still says 2 seconds on the tooltip, and in practice appears to still be 2 seconds.

    OS: Mac OS X 10.13.3
    CPU: Intel(R) Core(TM) i7-4850HQ CPU @ 2.30GHz (8) System RAM: 16384
    GPU: NVIDIA GeForce GT 750M OpenGL Engine GPU RAM: 2048
