[Known] Devotional buffs not attainable

Title: Devotional buffs not attainable

Details: I tried in several towns to obtain many different devotional buffs but jumping into the water pool, and could not get the devotional buff. Others were able to get the buff in 763, but i have not been able to get them in patch 764.
