[Known] Different behavior when swapping decks using UI and hotkeys

    Details: Granted all the changes to the Combat Decks UI may not be completed yet, however there currently is a discrepancy between the behavior of alt decks when set using the UI and when using hot keys. when you use the UI to set an alt deck and then equip different decks, the alt deck doesn't change. For example, if deck 1 is the equipped deck and deck 2 is the alt deck, clicking on deck 3 to make it the equipped deck doesn't change the alt deck to deck 1. Instead deck 2 is still the alt deck.

    if deck 1 is the equipped deck and deck 2 is the alt deck, using the deck 3 hot key to equip deck three sets deck 1 as the alt deck.

    In the first case, using the UI to equip new decks doesn't change the alt deck. In the second case, using the hot key to equip new decks always changes the alt deck to the previously equipped deck. Having two different results for the same general task, equipping decksw, could be confusing to the user.
    Steps to Reproduce:
    Case 1:
    1) Bring up the Combat Deck interface (y key by default).
    2) Make sure you have at least 3 decks.
    3) Equip deck 1 by pressing the Equip button for the deck,
    4) Set deck 2 to be the alt deck by pressing the Alt button for deck 2.
    5) Click on the equip button for deck 3.
    6) Mouse over the alt button for deck 3, it will say that it can be set to the alternate deck. Even though it was the equipped deck previously, it won't be the alt deck now.
    7) Mouse over the alt button for deck 2, It will say that it is the alternate deck.

    So I the first case the alt deck stays the same, even though it a ne deck was equipped.

    Case 2:
    1) Bring up the Combat Deck UI.
    2) Make sure you have at least 3 decks defined and that the hot keys are defined so that you can equip new decks using the hot keys.
    3) Set deck 1 as the equipped deck and deck 2 as the alt deck.
    3) Use the hot key to select deck 3 (should be alt-3 by default).
    4) In the Combat deck UI, mouse over the alt button for deck 1. The tooltip will indicate that it is the alt deck.
    5) Mouse over the alt button for deck 2. It will indicate that it isn't the alt deck and that it can be set to the alt deck. (This behavior is different than in case 1 where deck 2 stayed as the alt deck, even though the equipped deck changed.)
