    Title: Floating lever in Blood River Outskirts

    Blocker? Unknown. What does the lever do?
    Details: There is a lever floating in the air up high. It is near the top of the nearby tree, but clearly not attached to anything.
    Steps to Reproduce: Go to location and look up.
