    Title: Blink is not enabled on both the tool and/or the combat bar.
    Reproduction Rate: 100%
    Blocker? No.
    Details:Unable to use blink even though I am unencumbered and have the required reagents.
    Steps to Reproduce: Put blink on either tool bar.
    User Specs:
    OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
    CPU: AMD Phenom(tm) II X4 965 Processor (4) System RAM: 16295
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4007

    This is due to a known issue with Over Encumbrance. We are aware of the issue and should have a fix in place in an upcoming patch. Thank you for reporting!
